REFUND & CANCELLATION POLICY

1. Purpose and Scope
This Refund & Cancellation Policy (“Refund Policy”) governs the circumstances under which a Customer may request, qualify for, and receive a refund for services purchased from Blinkcook.
This Refund Policy forms an integral part of Blinkcook’s Terms & Conditions and applies to all Customers who purchase sourcing, matching, placement assistance, domestic staffing, or related services from Blinkcook.
By registering with Blinkcook, making any payment, subscribing to any service plan, or continuing to use Blinkcook’s services, the Customer acknowledges that they have read, understood, and agreed to this Refund Policy.
2. Nature of Blinkcook’s Service
Blinkcook provides a sourcing, matching, coordination, and candidate-assistance service.
Blinkcook’s service involves identifying, sourcing, contacting, screening, evaluating, coordinating, and introducing potential Candidates based on the Customer’s confirmed requirements.
Blinkcook does not guarantee that a Candidate will ultimately be hired by the Customer.
The availability, suitability, willingness, timing, location, salary expectations, and other circumstances of Candidates may change and are outside Blinkcook’s complete control.
Accordingly, payment for Blinkcook’s service is not a payment solely for the successful hiring or deployment of a Candidate.
3. Service Validity Period
The standard Service Validity Period shall ordinarily be 7 to 21 working days, depending upon the applicable service plan and the Customer’s requirement.
The Service Validity Period shall generally commence after:
- payment has been successfully received;
- the Customer’s requirement has been confirmed;
- the required information has been received from the Customer; and
- Blinkcook has activated the requirement for sourcing.
The applicable Service Validity Period may vary depending on the service plan purchased and the nature of the Customer’s requirement.
4. Requirement Confirmation
For the purpose of this Refund Policy, a requirement shall be considered confirmed when Blinkcook has received sufficient information from the Customer regarding the required service.
Such information may include, where applicable:
- type of worker required;
- job role;
- location;
- working hours;
- number of visits;
- live-in or non-live-in requirement;
- salary/budget;
- household requirements;
- experience requirements;
- joining requirements;
- language requirements; and
- other relevant service specifications.
Any delay caused by incomplete, inaccurate, changed, or unavailable Customer information may affect the Service Validity Period and refund assessment.
5. Operational Activities
Blinkcook may commence Operational Activities immediately after the Customer’s requirement has been confirmed.
Operational Activities may include:
- requirement processing;
- Relationship Manager handling;
- candidate sourcing;
- candidate search;
- candidate outreach;
- candidate communication;
- screening;
- profile evaluation;
- requirement matching;
- availability confirmation;
- salary and requirement discussions;
- interview coordination;
- trial coordination;
- follow-ups;
- customer communication;
- candidate communication;
- administrative processing;
- backend operations;
- verification-related coordination; and
- other activities reasonably required to process and fulfil the Customer’s requirement.
Operational Activities shall be considered rendered once Blinkcook has commenced work on the Customer’s confirmed requirement, irrespective of whether the process ultimately results in a successful hiring.
6. ₹499 Operational and Service Charge
Blinkcook’s service fee includes operational costs associated with processing, sourcing, matching, communication, coordination, and other activities undertaken in connection with the Customer’s requirement.
6.1 Fixed ₹499 Charge
Where a refund is approved under this Refund Policy, a fixed ₹499 operational and service charge shall be deducted from the amount otherwise refundable to the Customer.
The ₹499 charge represents operational work undertaken by Blinkcook, including requirement processing, Relationship Manager handling, candidate sourcing, candidate outreach, screening, communication, coordination, follow-ups, administrative work, and related operational activities.
6.2 No-Candidate Scenario
For avoidance of doubt, the ₹499 operational and service charge shall apply even where Blinkcook is unable to introduce or connect a single Candidate to the Customer, provided that:
- Blinkcook has commenced Operational Activities in relation to the Customer’s confirmed requirement; and
- the Customer otherwise satisfies the refund eligibility requirements under this Refund Policy.
The ₹499 charge is therefore a charge for Operational Activities undertaken by Blinkcook, and is not a success fee payable only when a Candidate is successfully hired.
6.3 Refund Calculation
The ₹499 charge shall be deducted from the refundable amount and shall not be separately charged in addition to the refund.
For example:
Amount otherwise refundable: ₹2,000
Less operational/service charge: ₹499
Amount refunded: ₹1,501
7. Customer Responsibility
The Customer must provide accurate and complete information and reasonably cooperate with Blinkcook during the sourcing process.
The Customer is responsible for:
- providing accurate requirements;
- remaining reachable through the contact details provided;
- responding to reasonable communication from Blinkcook;
- providing feedback regarding Candidates;
- attending or facilitating interviews where required;
- participating in trials where applicable;
- informing Blinkcook promptly of any change in requirement;
- informing Blinkcook if the requirement has been fulfilled through another source; and
- providing documents or information reasonably required for refund assessment.
8. Changes to Customer Requirements
If the Customer substantially changes the original requirement after sourcing has commenced, Blinkcook may treat the revised requirement as a new or modified requirement.
Examples include changes to:
- location;
- salary;
- working hours;
- job role;
- live-in/live-out status;
- number of visits;
- required experience;
- joining date; or
- other material conditions.
Such changes may affect the Service Validity Period and refund eligibility.
9. Candidate Suitability
A “Suitable Candidate” means a Candidate who reasonably matches the material requirements confirmed by the Customer, including, where applicable:
- job role;
- location;
- working arrangement;
- working hours;
- salary range;
- experience;
- availability; and
- other material requirements.
Blinkcook cannot guarantee that a Candidate will accept the Customer’s final offer, complete a trial, join the Customer, or continue employment after joining.
10. Refund Eligibility
A Customer may be eligible for a refund where all applicable conditions under this Refund Policy are satisfied.
Generally, refund eligibility may arise where:
- the applicable Service Validity Period has expired;
- Blinkcook has completed the applicable sourcing process;
- Blinkcook has completed or offered the Final Sourcing Attempt where applicable;
- no Suitable Candidate has been successfully introduced or connected to the Customer;
- the Customer has cooperated reasonably with Blinkcook;
- the Customer has provided the required information and documents;
- the Customer has not materially changed the original requirement in a manner that prevents sourcing; and
- no exclusion under this Refund Policy applies.
Refund eligibility and refund amount are separate determinations.
A Customer may satisfy the eligibility requirements for a refund while the refundable amount is reduced by the applicable ₹499 operational and service charge.
11. No Automatic Refund
Expiry of the Service Validity Period does not automatically create an unconditional right to a refund.
Blinkcook shall review the Customer’s requirement, sourcing activity, Customer cooperation, Candidate availability, Final Sourcing Attempt, and other relevant circumstances before determining refund eligibility.
Submission of a refund request does not constitute approval of the refund.
12. Refund Where No Candidate Is Successfully Connected
Where Blinkcook is unable to successfully connect or introduce any Suitable Candidate after completion of the applicable Service Validity Period and Final Sourcing Attempt, the Customer may become eligible for refund consideration subject to the eligibility conditions set out in this Refund Policy.
If the refund is approved, the fixed ₹499 operational and service charge specified under Section 6 shall be deducted from the refundable amount.
For avoidance of doubt, the ₹499 charge remains applicable even where zero Candidates have ultimately been connected to the Customer, provided Blinkcook has commenced Operational Activities.
13. Customer Cooperation During Evaluation
The Customer must reasonably cooperate with Blinkcook throughout the sourcing and refund evaluation process.
Refund eligibility may be affected where the Customer:
- repeatedly fails to respond;
- remains unreachable;
- refuses reasonable communication;
- refuses to consider reasonably suitable Candidates;
- repeatedly cancels or postpones interviews without reasonable cause;
- refuses reasonable trial arrangements;
- changes the requirement substantially;
- provides inaccurate information; or
- otherwise prevents Blinkcook from reasonably performing its sourcing activities.
A refund shall not ordinarily be available where the Customer’s own actions materially prevent Blinkcook from performing the subscribed service.
14. Final Sourcing Attempt
Before determining final refund eligibility, Blinkcook may conduct or offer a Final Sourcing Attempt after expiry of the applicable Service Validity Period.
The purpose of the Final Sourcing Attempt is to provide a final reasonable opportunity to identify and connect a Suitable Candidate.
The Final Sourcing Attempt shall ordinarily be completed within 3 to 7 working days after expiry of the applicable Service Validity Period, depending on the nature of the requirement.
Where Blinkcook initiates or offers a Final Sourcing Attempt, the Customer shall reasonably cooperate with it.
Unreasonable refusal to cooperate with the Final Sourcing Attempt may affect refund eligibility.
15. External Hiring During Service Validity
A Customer may independently hire a Candidate from another source during the active Service Validity Period.
Where this occurs, refund eligibility may be considered only if:
- the externally hired person substantially matches the Customer’s originally confirmed requirement;
- the Customer promptly informs Blinkcook of the external hiring;
- the Customer provides information reasonably required by Blinkcook to verify the external hiring; and
- Blinkcook is reasonably satisfied that the external hiring relates to the same staffing requirement for which the Blinkcook service was purchased.
Where these conditions are satisfied, Blinkcook shall verify the details of the externally hired Candidate and compare them with the requirement originally submitted and confirmed by the Customer with Blinkcook before determining refund eligibility. The Customer shall provide all information and supporting documents reasonably required by Blinkcook for such verification.
A refund shall be considered only where Blinkcook verifies that the externally hired Candidate was hired for the same or substantially matching requirement originally submitted to Blinkcook. If the requirement is verified as matching and the Customer otherwise satisfies the applicable refund conditions, the refund shall be processed after deduction of the fixed ₹499 operational and service charge specified under Section 6. The ₹499 charge shall apply even where the externally hired Candidate exactly matches the requirement submitted to Blinkcook.
16. Circumstances Where Refund May Not Apply
Refund may not be available where:
- the Customer’s requirement has been successfully fulfilled through Blinkcook;
- a Suitable Candidate has been successfully introduced and the Customer has proceeded with the Candidate;
- the Customer has commenced or completed a trial with a Candidate introduced by Blinkcook;
- the Customer has hired or deployed a Candidate introduced by Blinkcook;
- the Customer materially changes the original requirement;
- the Customer becomes unreachable or repeatedly fails to cooperate;
- the Customer refuses reasonable Suitable Candidates without a reasonable work-related basis;
- the Customer provides materially inaccurate or incomplete information;
- the Customer prevents Blinkcook from reasonably performing its Operational Activities;
- the Customer requests cancellation solely because they have changed their mind after Operational Activities have commenced, except where otherwise expressly permitted by this Refund Policy; or
- the Customer’s circumstances fall within another exclusion expressly stated in the applicable service plan or Terms & Conditions.
17. Fair Usage and Candidate Rejection
Blinkcook understands that Customers may have legitimate reasons for rejecting Candidates.
However, refund eligibility may be affected where Candidates reasonably matching the confirmed requirement are repeatedly rejected solely on unreasonable, arbitrary, or non-work-related grounds.
Blinkcook may review the Customer’s stated reasons for rejection when assessing refund eligibility.
The purpose of this provision is to prevent misuse of the refund mechanism while preserving the Customer’s right to reject genuinely unsuitable Candidates.
18. Refund Request Procedure
A Customer seeking a refund must contact Blinkcook through the officially designated communication channel and provide:
- Customer name;
- registered mobile number;
- payment details;
- service/order information;
- reason for refund request;
- relevant supporting information; and
- any other information reasonably required for evaluation.
Blinkcook may request additional information or documents where reasonably necessary to assess the claim.
19. Refund Review
Upon receiving a refund request, Blinkcook may review:
- payment records;
- service activation records;
- requirement details;
- Customer communication;
- sourcing activity;
- Candidate records;
- Candidate communication;
- Customer cooperation;
- Final Sourcing Attempt;
- external hiring information, where applicable; and
- other relevant records.
The refund decision shall be based on the applicable terms of this Refund Policy and the circumstances of the Customer’s requirement.
20. Refund Approval and Amount
Where Blinkcook determines that the Customer satisfies all applicable eligibility requirements under this Refund Policy, the approved refund shall be processed after deduction of the fixed ₹499 operational and service charge specified under Section 6.
Approved refunds shall ordinarily be processed to the original payment source wherever reasonably practicable.
The ₹499 charge shall be deducted from the amount otherwise refundable to the Customer.
21. Refund Processing Timeline
Approved refunds shall ordinarily be processed within 10 to 15 working days following completion of the refund review and approval.
The actual time taken for the amount to appear in the Customer’s account may vary depending upon:
- payment gateway;
- bank;
- card issuer;
- UPI provider;
- payment method; or
- other financial intermediary.
Blinkcook shall not be responsible for delays caused solely by banks, payment gateways, card networks, or other external payment providers after Blinkcook has initiated the refund.
22. Refund to Original Payment Source
Where reasonably practicable, approved refunds shall be returned to the original payment method used by the Customer.
Blinkcook may request additional information where required by the payment gateway, bank, financial institution, or applicable verification procedures.
23. No Cash Refund
Refunds shall ordinarily not be made in cash.
Where a refund is approved, Blinkcook shall use the original payment method or another reasonably appropriate electronic payment method.
24. Cancellation Before Operational Activities Commence
Where a Customer requests cancellation before Blinkcook has commenced Operational Activities, Blinkcook may review the request separately.
Any refund in such circumstances shall be subject to:
- the applicable service plan;
- payment processing circumstances;
- whether any operational work has already commenced; and
- any other applicable terms communicated to the Customer before payment.
25. Cancellation After Operational Activities Commence
Once Blinkcook has commenced Operational Activities, the Customer’s payment is subject to the terms of this Refund Policy.
Where a refund is otherwise approved, the ₹499 operational and service charge shall be deducted from the refundable amount.
The commencement of Operational Activities does not, by itself, eliminate refund eligibility where the Customer otherwise satisfies the specific refund conditions under this Policy.
26. Third-Party or External Costs
Where applicable, fees paid to third-party providers, payment gateways, verification providers, or other external service providers may be subject to their respective terms.
Any amount that is genuinely non-recoverable from a third-party provider may be treated in accordance with the applicable service terms, provided such charge was disclosed or otherwise applicable to the Customer’s service.
Blinkcook shall not impose an undisclosed charge solely by relying on this provision.
27. No Guarantee of Employment
Blinkcook’s sourcing and matching service does not constitute a guarantee of:
- employment;
- joining;
- long-term retention;
- candidate availability;
- candidate acceptance of the Customer’s offer;
- completion of a trial;
- continued employment;
- specific salary;
- specific joining date; or
- successful completion of the Customer’s staffing requirement.
Accordingly, a Customer shall not be entitled to a refund solely because a Candidate declines an offer, does not join, leaves after joining, or otherwise does not continue employment, unless the Customer otherwise qualifies under the express refund conditions of this Policy.
28. Disputes Regarding Refund Eligibility
If the Customer disagrees with a refund decision, the Customer may request a review by providing the basis for the disagreement and any relevant supporting information.
Blinkcook may review the matter based on its operational records, communication records, sourcing records, payment records, and the terms of this Refund Policy.
The submission of a dispute does not automatically suspend any other contractual obligation of the Customer.
29. Policy Interpretation
This Refund Policy shall be interpreted together with Blinkcook’s Terms & Conditions, Privacy Policy, applicable service plan, payment terms, and other documents expressly incorporated into the Customer’s service agreement.
Where a specific service plan contains a refund term that expressly differs from this general Refund Policy, the specific term shall apply to that service plan, provided that such term was communicated to the Customer before payment.
30. Policy Changes
Blinkcook reserves the right to modify, update, or amend this Refund Policy from time to time.
Any updated policy shall apply prospectively to new transactions and services unless otherwise required by applicable law.
A material refund term applicable to an existing Customer shall not be applied retrospectively merely by updating the website after the Customer has already purchased the service.
31.Customer Deemed Acceptance of Terms & Conditions and Refund Policy
By registering with Blinkcook, submitting a service requirement, making any payment, subscribing to any service plan, or continuing to use Blinkcook’s services, the Customer shall be deemed to have read, understood, accepted, and agreed to Blinkcook’s Terms & Conditions and Refund & Cancellation Policy, whether or not the Customer separately signs, checks a consent box, or provides any additional written acknowledgement.
The Customer acknowledges and agrees that Blinkcook provides a sourcing, matching, coordination, and candidate-assistance service and does not guarantee successful hiring or deployment of a Candidate.
The Customer further acknowledges and agrees that, where a refund is approved under the Refund & Cancellation Policy, a fixed ₹499 operational and service charge shall be deducted from the refundable amount towards Operational Activities undertaken by Blinkcook, including requirement processing, candidate sourcing, candidate outreach, screening, communication, coordination, follow-ups, and related operational activities.
For avoidance of doubt, the ₹499 operational and service charge may apply even where no Candidate is ultimately connected to the Customer, provided Blinkcook has commenced Operational Activities in relation to the Customer’s confirmed requirement.
No separate acknowledgement, signature, checkbox, or written confirmation from the Customer shall be required for the Terms & Conditions or Refund & Cancellation Policy to apply, provided that the Customer has been given reasonable access to or notice of those policies before or at the time of purchasing the service.
32. Important Clarification Regarding the ₹499 Charge
For clarity, the ₹499 charge is intended to represent Operational Activities already undertaken by Blinkcook and is not intended as a penalty for requesting a refund.
The charge may therefore apply where Blinkcook has undertaken genuine operational work in relation to the Customer’s requirement, even if the sourcing process ultimately does not result in a successful Candidate connection.
